What contracting mechanisms will allow me to implement the Triad? How do I procure subcontractor support for dynamic work activities when the final scope of work is unknown? What if I am stuck with a fixed price contracting mechanism?
 
Answer

For sites where the problem is well defined, a fixed-price vehicle with incentives may be preferred. When a project is less well defined, a time and materials contract may be more appropriate. Regardless of the contract vehicle, the key when using the Triad approach is to group logically related activities into unitized rates that can be used to manage costs in response to what is discovered, and to allow expansion or reduction in sampling/data analysis/reporting efforts.
