Northeast Waste Management Officials' Association (NEWMOA) Promotes Triad

The Northeast Waste Management Officials' Association (NEWMOA) has formed a Stakeholder Advisory Group to discuss ways to promote the Triad approach to all participants in the site restoration process. The first meeting, "Improving the Quality of Site Characterization," was held September 25, 2003, in Westford, MA. About 26 people attended, with representatives from consulting firms and licensed cleanup professionals, facility owners, state regulatory agencies, U.S. EPA Region 1 and the Technology Innovation Program, environmental insurance companies, redevelopment agencies, and real estate transfer lawyers. Several case studies were presented based on experiences in the New Jersey Deptartment of Environmental Protection (NJDEP) with Triad projects and Brownfields redevelopment. The group continues to explore ways to foster education and change at regulatory and implementation levels. SCC, NJIT Accelerate Environmental Review of Potential School Sites

New Jersey Schools Construction Corporation (SCC) has teamed up with the New Jersey Institute of Technology (NJIT) to ensure the environmental safety of potential school sites in a faster, more comprehensive and effective way. SCC, overseeing the largest school construction program in state history, entered into an agreement with NJIT to develop a new program for environmental site investigations modeled after the Triad approach. This new plan will accelerate school construction projects by more effectively identifying any environmental issues on land SCC is considering for potential school sites. This will help expedite the process for land acquisition, which is one of the most challenging aspects facing the SCC. "We are always looking for better ways to ensure that any potential site for a new school is safe and environmentally sound," said John F. Spencer, CEO of the SCC.
ITRC Releases Triad Guidance Document for State Environmental Protection Agencies

The Interstate Technology and Regulatory Council (ITRC) Sampling, Characterization and Monitoring (SCM) Team has released a technical/regulatory guidance document that introduces the Triad approach. This ITRC document explains the advantages offered by the Triad approach to show how these improvements can benefit government regulators, the regulated community, and the public. This ITRC document should stimulate understanding and discussion of the Triad approach. The ITRC is a state-led coalition working together with industry and stakeholders to achieve regulatory acceptance of environmental technologies. ITRC consists of more than 40 states, the District of Columbia, multiple federal partners, industry participants, and other stakeholders, cooperating to break down barriers and reduce compliance costs, making it easier to use new technologies, and helping states maximize resources. ITRC brings together a diverse mix of environmental experts and stakeholders from both the public and private sectors to broaden and deepen technical knowledge and streamline the regulation of new environmental technologies.
Triad At The Accelerating Site Closeout Conference

There was significant interest in the Triad approach at an interagency conference entitled, Accelerating Site Closeout, Improving Performance, and Reducing Costs through Optimization,held in Dallas, June 15-17, 2004. More than 450 people attended the conference which had 3 concurrent platform sessions. 70-80 people attended a 20-minute platform talk entitled "The Triad Approach as a Catalyst for 2nd-Generation Practices." A 2.5-hour evening seminar on the Triad approach drew about 40 attendees. The first half of the seminar provided a general overview of Triad and described how the data quality model used by Triad addresses sources of sampling uncertainty. Representatives from the Navy San Diego-based PWC staff presented the second half of the seminar, covering examples of Triad-related projects recently performed by the Navy.
