Missouri Petroleum Release Sites

Triad planning principles applied to three Missouri sites: Squaw Creek, Snappy Mart, and Jones Travel Mart.

An introductory training course on the Triad approach with emphasis on systematic planning was held in September 2006 to brief participants on the basics of Triad and to prepare attendees for future systematic planning sessions. Participants included representatives of the Missouri Department of Natural Resources (MDNR), Williams and Company (the contractor that operates the Missouri Petroleum Storage Tank Insurance Fund [PSTIF]), and contractors representing owners/operators of three sites:

Three separate planning sessions were held. In general, for each planning session project teams developed the following products:

  1. A preliminary CSM developed by the site contractor used to capture existing information and identify data gaps.

  2. Identification of site-specific goals for the corrective action at the site.

  3. Identification of a framework strategy to apply Triad concepts to recognize and manage risks caused by releases from USTs at the site.

  4. Identification of uncertainties and development of a schedule for actions to resolve uncertainties.

In all cases, an exit strategy was developed, uncertainties were identified and tracked, and a framework strategy was developed based on resolving project uncertainties. To the extent appropriate, opportunities to integrate RTMS, DWS, and the need for further planning to make these Triad “legs” work together were highlighted.
