Triad Principles Applied at the Heflin Garage Site in Fredericksburg, Virginia

Site Background

In 2006 and 2007, EPA TII and Argonne worked with staff from the Virginia Department of Environmental Quality (VDEQ) to apply Triad principles at the Heflin Garage Site in Fredericksburg, Virginia.

Unlike the South Dakota and Missouri UST programs, where administration and disbursement of the petroleum release fund is managed by separate state agencies, VDEQ serves as both the regulatory agency and the administrator of the Virginia Storage Tank Fund. Project planning for Louisa Boat and Motor Company involved meeting with VDEQ representatives only. Project planning for Heflin Garage involved meeting with VDEQ representatives and the VDEQ UST corrective action contractor.

Systematic project planning for the Heflin Garage Site, initiated in 2006, continues. Planning involved two meetings, multiple phone communications, and the use of a QuickPlace Web site. The Heflin Garage QuickPlace Web site was used to post information (CSM, decision tree) and to query and respond to questions regarding project planning. EPA TII, Argonne, the VDEQ representative, and the VDEQ contractor established project goals, planned approaches for refining the CSM, and developed a draft decision tree for a DWS (Appendix A). A statement of work for a prospective Direct Push Technology (DPT)/MIP contractor was prepared, and the VDEQ contractor contracted with a vendor to perform a MIP-based investigation at the site.

Site Progress

As part of the planning exercise, it was determined that data gaps existed in the conceptual site model (CSM) for the site. Additional information was needed to help determine contaminant migration pathways, particularly the migration pathway(s) resulting in elevated dissolved constituents in a nearby stream. The investigation was conducted over a 4 day period in October and November 2007. Data were collected in those areas identified by VDEQ and its contractor. MIP data were collected from 17 locations at the site where there was uncertainty about the potential for contaminant migration from the petroleum hydrocarbon source(s) to the adjacent stream.

State representatives are in the process of evaluating the data generated and consider the CSM sufficiently refined to implement corrective action.
