Systematic Planning Frameworks

The EPA's Data Quality Objectives process and the USACE's Technical Project Planning process are two examples of systematic planning frameworks that can be used to support a Triad approach.

Various agencies have developed systematic planning frameworks that can be used to assist in the implementation of the Triad. This section discusses two of the more widely recognized approaches, the EPA's Data Quality Objectives (DQO) process, and the U.S. Army Corps of Engineers Technical Project Planning (TPP) process. In both cases, the primary goal is to ensure a systematic process is used that is complete, technically defensible, well-documented, uniform, and that lends itself to clear analysis presentation and review.
